I stumbled across this article earlier, it's a summary of Maryland landlord - tenant laws, and includes some notes about Baltimore City.
I have to say, Sheila Dixon hasn't exactly made me want to go invest all my money in Baltimore real estate. Between her personal issues and her anti-business, anti-landlord, anti-investment stances (it now takes months to evict, by way of example), I think I've invested my last dollar in Baltimore City.
